Is NAD+ legal in Japan?

PMDA's package-insert database returns no product with nicotinamide adenine dinucleotide as the active ingredient, and none appears in PMDA's approved-drug lists (April 2004 to September 2026). Under the PMD Act a drug needs MHLW approval (Art. 14) before it is marketed, selling one marketed without approval is prohibited (Art. 55(2)) and advertising it is banned (Art. 68). Clinics offering NAD+ injections would be using an unapproved drug, which a doctor may import under their own responsibility for a patient, but the Medical Advertising Guidelines do not allow ordinary advertising of treatment with unapproved drugs. Individuals may import a prescription drug for their own use up to one month's supply and may not pass it on, and physicians may import an unapproved drug for a patient under their own responsibility.
